Tribal members met on March 31, 2007 at the VFW Hall in Burney.  85 registered voters attended a properly called meeting (1135 notices mailed out) and voted about 79 to 1 to give the Chairperson, Jessica Jim, and the Secretary, Jolee George, their 'powers' back which had been suspended by the 'click' made up of 5 greedy council members who appear to be all related, or at least working together for their own good and not for the General membership.  The voters also suspended these council people, barred them from serving again, directed the Bands to hold new elections, reinstated the Casino Manager who had been fired without cause, stopped disenrollments and required a return to the Constitution and authorized an investigation into financial dealings.  Quite a day!

The 'council' which had been controlled by this 'click' tried to stop the meeting, posted disinformation, threatened anyone who was participating with loss of employment and in one case, loss of life, made the organizers mail out the meeting notices at their own expense, and on and on and on.  This 'click' is simply proving their deceitful intentions by these actions and validating the need for a wholesale change of the Council to protect the Tribal Members and Tribal Assets!

We doubt they will go quietly, but the Membership is proceeding in a legal and respectful way and will utilize whatever authorities are needed for a peaceful change of government.

We thank and will be eternally grateful for the Members who stood up this 'click' in spite of very serious threats.  You are protecting the Tribe for many generations to come.  Tell this story often to your children and their children.  Let us never again allow a single family to come into control of the Tribe.  Let us elect representatives who pledge and demonstrate they will work for the good of all the people.  Let us support Members who have their heart in the right place.  Let us protect those who stand up to corruption with every bit of strength we have, including our lives.

      Has anyone been keeping up with the story in the Redding.com paper? it looks like to me they are really giving Chairperson Jim a bad time. I just want JJ to know i think she has grown a couple in the last few years and its no small thing to stand up to people that think they hold all the cards. good luck girl.

      The action from the council does not shock me, as they have been getting away with this sort of thing for years,.
      The Pit River People passed a Constitution with rules to follow and I think Chairperson Jim may have gotten caught up in the idea that the people of the Pit River Tribe are the ones that are Important not the underhanded illegal ways of some of the council members which in no way follows the Constitution, And these few, small people want to bend the rules of the Constitution to fit there own purpose.

The people voted Jessica Jim to another 2 year term even though her term was not up for relection. Did the council respect the wishes of the tribe? Her powers were never given back. They even changed the enrollment ordenance to suit their own purpose. That purpose was to be rid of several families they do not concider "real" indians. They change the meaning of the constitution to suit themselves.       Jessica Jim tribal chairman of the Pit River Nation was extremely disappointed to hear Dr. Virgil Akins repeatedly state that the Tribal Council was the governing body and BIA would not get involved further in what is viewed in their opinion as an internal matter.

      The Tribal Majority needs to get together and make sure that the rightfully elected officials are seated (put in their seat at the tribal office) by what ever means necessary. The BIA is going to drag there feet and stay neutral as long as they can. It is our job to make sure the will of the majority is served. The people have the power, not the corrupt council. If the current council will not leave the tribal offices on there own two feet then they should be carried out, replaced by the rightfully elected representatives.

      Unrest within the Pit River Tribe's government continues, with two officials refusing to sign a new oath of office and violating its updated code of conduct, Tribal Administrator Robert Boyce said.

      The new documents came in response to an ongoing effort of some tribal officials to unseat others
      It started in March, when Tribal Chairwoman Jessica Jim called an unsanctioned meeting of the general membership that voted to remove five council members and one alternate.

      Jim said she had a constitutional duty to call the meeting after tribe members presented her with a 96-signature petition requesting it; council members called the meeting a treasonous attempt to overthrow the government. As a result, they voted to unseat her from office.

      Councilors later reversed the decision; the tribe's constitution gives the general membership, not the council, the power to remove tribal officers.

      Jim and Councilwoman Marina Martinez, who represents the Hammawi band, have told officials they won't sign the oath of office, Boyce said.

      Among other pledges, it asks them "to not participate in any disloyal, subversive or insubordinate conduct or acts against the Pit River Tribal Government."

      Jim's cell phone was not taking calls Monday. Martinez declined to speak with a reporter.

      Boyce said Jim and Martinez continue to gather petition signatures in an effort to remove the council members and him, which violates the tribe's code of conduct.

      "They're out there continuing to make these allegations that continue to be disproved, but they continue to repeat them," he said.

      The new documents are designed to hold officials more accountable and resolve some discontent and false rumors, as was a May 19 general membership meeting, Boyce said.

      "The dissidents also attended and asked the majority of the questions, sometimes in a confrontational way, but we got through it and people went away informed," he said.

      In addition, two contracts with WINNET Consulting -- owned and operated by Councilman Gene Preston -- totaling $67,000 concluded Friday, about $15,000 under budget.

      Jim and other tribe members have complained that it's a conflict of interest for the council to vote to employ a member's business. Preston recused himself from votes on those decisions, Boyce said.

      The WINNET contracts handled administrative and financial consulting as well as clarification and streamlining of the membership enrollment process, Boyce said.

      By Monday, two other council alternates had not signed the oath either, but Boyce said that they have not had the chance.

Jessica Jim will be the downfall of this tribe, she and her followers will destroy this tribe. She never told you of her last take over when the tribe lost their housing program due to misappropreation of housing funds did she.... wake up shadleys, you may get back in the tribe, but at what cost... you need to examine who you are following, she is using you and your money.

Do you know that Maximum Bob was fired by majority vote on July 28. Where the hell has he been besides locked up in the tribal office surounded by hired security who by the way we, as a tribe are paying for. To protect a woman beater. Do you also know that a small child was injured in that obcene incident. Are these the kind of Jack offs you want running the Tribe? There were six council membere recalled on March 31 and again on July 28. These people don't give it up without a fight so when the rest of the tribe wake up to whats really going on the whole membership will be better off. Yes I give all of my support to Jessica and any others who fight the Elmore faction. For the good of the tribe. Nina

Jessica you have my vote along with my family and friends wich is a whole lot of people and we are not afraid of people who hide behind other people and you that use your better half to hide behind come out and face the facts that we are here to stay and you will not scare us into thinking we are going to be beat or run out of town Burney is a fine place to live and you will just have to deal with it.
